How should I go about getting this house up and running?

A friend and I are fixing up my old house. There was a water pipe break 4 years ago, so all the carpet is out. The electricity has been off less than a year and I'm not sure about the other ones; we just got the water pipes in the basement fixed and tested. The vents look dirty but I'm not sure how bad they are; we may be able to use a shop vac. Now, should we turn the utilties on before or after we get carpet, and we should we do anything with the vents before the carpet as well. Also, which order should we turn the utilities back on in? Thanks and any help or directions will be very helpful.
